The Victorian Government has released its Offshore Wind Energy Implementation Statement 4 – a major step forward in delivering Australia’s first offshore wind industry – as the state continues its transition to clean, reliable and affordable energy.

The latest implementation statement outlines the next steps in delivering 2 gigawatts (GW) of offshore wind capacity, providing greater certainty for investors and supply chain partners across the globe.

To start the auction process, a confidential Registration of Interest (ROI) process commenced last month for offshore wind feasibility licence holders to access the information needed to inform a Request for Proposal (RFP) stage, with it closing in May 2025.

Proponents will be supported through a contract-for-difference (CfD) and availability payment model. The CfD will offer investment certainty, while the availability payments will be made once infrastructure begins generating electricity, strengthening energy security.

The Government will launch its RFP stage in September 2025. Contracts are expected to be awarded before October 2026.

Supporting communities and building local capability

Community feedback plays a vital role in the development of Victoria’s offshore wind industry. To ensure these projects deliver meaningful outcomes for host regions, proponents will be required to provide additional community benefits – over and above those outlined in the Renewable Energy Zones Community Benefits Scheme.

To grow local industry participation, the Government has set a minimum local content requirement of 80% for the operations and maintenance phase of the first tranche of projects, from 2032 onwards. Additionally, 10% of all labour hours during this phase must be completed by apprentices, trainees and cadets.

To ensure Victoria has the pipeline of workers needed to support the energy transition, the Victorian Government will open grant applications of up to $4.9 million to support the delivery of a Wind Worker Training Centre.

These steps are part of Victoria’s commitment to achieving its legislated offshore wind energy targets of 2GW by 2032, 4GW by 2035 and 9GW by 2040.
